Davesprite's thought on seeing Sephiroth patrolling the sky would definitely be to draw him outside the city limits. He has too many people he cares about within the walls to want a crazy strong murder-minded Servant anywhere near the actual population.

ALSO also: Sephiroth's speed is going to scare the crap out of poor Davesprite. Being quick is the only thing the kid has going for him and Sephiroth is just as fast, if not faster. He'll have to time-hop a lot even to last as long as he does.
